The Economic Potential Development Estimation of the Railway Public Transport Service System

The article defines the economic potential development concept of the railway public transport service system. The system of indicators is proposed which is based on the principle of the system approach and allows calculating the economic potential development level of the railway public transport service system, on the basis of which, in strategic management, it is possible to develop a solution allowing achieving the reference state of the potential in minimum time. The calculation of the economic potential development level of the railway public transport services is carried out according to a certain algorithm, and the results of the calculation allow to reveal the dynamics of the potential level during the whole period of the study, determine the activity effectiveness degree in general and economic results, in particular. The standard values of the indicators, reflecting the economic development level of the railway public transport service, are taken reasonably, not overestimated, so it is possible to achieve their significance in the near future. The variation in the obtained values of economic development level is small. Graphically, the change in the economic development level of the railway public transport services is presented in the form of a phase portrait that graphically reflects the dynamics of the economic development of the railway public transport service and the trends observed at the end of the period under study. The rate of economic potential growth in the level of public transport services is still insufficient to achieve its benchmark value, but overall they have a positive dynamic. Consequently, the strategy for the economic development of the railway public transport service should be such that it achieves a reference state in a minimum period of time. Given the fact that the volume of the economic development potential indicators of public transport services during the study period is changing, their structure is being improved. As a consequence, the level of the public transport service efficiency is increasing, which is demonstrated by the level of economic potential dynamics.
