Abstract
Track machines that currently operate on Russian Railways have a high degree of reliability, which was achieved as a result of using a large number of innovative, at that time, technical and technological solutions. In addition, the process of machine maintenance and repair reorganizing has practically been completed, that indicates the stabilization of routine technical impacts and the delineation of responsibility areas when performing repair and restoration works that also has a positive effect on the operational reliability of machinery. At the same time, issues related to the maintenance and repair quality assessment, as well as the prediction of track equipment predicament state remain unresolved. An effective tool that allows solving the indicated problems is a remote monitoring system for track equipment. Today there is no integrated solution that can meet the growing needs of operating enterprises in monitoring the technical condition of units and machinery units and, at the same time, not incur significant costs for equipping the machines with appropriate diagnostic equipment. A way out of this situation may be the integration of the functional system developed by the specialists of the Siberian State Transport University to monitor the technical condition of track equipment and the product of Scientific research analytical center VNIIZhT Ltd, a monitoring system for the operation of special rolling stock, which is now being actively introduced on the Russian rail network, but does not allow to control the technical condition of machines and mechanisms.

Abstract
The technical condition of the country's highways in general and most of the Russian regions does not meet international standards, despite the efforts made, including the increase in budget financing for modernization, reconstruction and maintenance of highways. For the system solution of the highway quality problem, the concept of a program for the reconstruction of engineering structures (REINSOR) is proposed, designed to increase the operational reliability of highway engineering structures to a level ensuring trouble-free operation with specified threshold parameters of operational decisions in the course of reconstruction and for the future. The strategy of planning the reconstruction of engineering structures in an emergency condition is considered, without mutual coordination of reliability and service life, as well as a planning strategy for reconstruction as a unified system with maintenance of the reliability required level and service life of structures. Operational and reconstructive strategies are justified. The program REINSOR and the basic scheme of its solution are offered. The basis of the REINSOR program is the theory of the project life cycle in relation to the problem of reconstruction. The investment cycle is allocated and studied in connection with the evaluation of the efficiency of the reconstruction project and its optimization at the stages of research and design. As a criterion of the REINSOR program efficiency (and optimization), the minimum investment cycle xLc is adopted within the limits defined by the constraint system. The example of the program implementation within the framework of public-private partnership on the modified model "Design, construction, financing, operation" is given. To optimize investment planning, the Pearl feature is used, which allows you to assess the risks of project implementation. It is also used to assess the budget financing effectiveness of the Novosibirsk region highways.

Abstract
Nowadays one of the priority directions of the development of rail transport is to increase its competitiveness in comparison with other types of transport by improving the quality of logistics and transport services in freight and passenger transportation. In the modern age of technology, the latter is impossible without using information systems. It is required to ensure the requests of customers (consignors and consignees) to modern standards of quality and safety to improve the competitive qualities of freight transport. By the way, it is necessary to free the customer as much as possible from the design and approval of a number of documents for transportation, shifting these responsibilities to the company carrying out the transportation. A promising direction of the research is the creation of a single database of goods transported across the network with calculations and schemes for their placement on the rolling stock, which will minimize the time and financial costs of customers to document the cargo for transportation, thereby increasing the attractiveness of rail transport in comparison with competitive types. The article justifies the need to create a quality management system for loading goods on an open rolling stock, lists its components, scope of application, and calculates the economic effect of its implementation. The calculations performed by the authors allow us to conclude that the use of the projected system will lead to a reduction in the time of finding wagons at loading stations due to the automation of previously labor-intensive processes, the introduction of paperless technologies, and as a result - reducing the cost of transportation and improving the competitiveness of rail transport in general.

Abstract
Digital economy now is no longer perceived as exotic and virtual reality, she becomes part of the real world. Russia networked readiness index (NRI) World Economic Forum is ranked 41 in the world in readiness for the digital economy. At the same time, the Russian economy is developing in the context of the industrial revolution, 4.0, the key factor which experts indicate the word "digitalization". The essence of the formation of the digital economy is not just in the transition from analogue to digital data, while completely transforming the principles of production, new directions for development of production and the emergence of new markets. The economic system, including, transport, acquire a new form, transforming the economy high speed. In this article are considered the issues related to the application of digital economy methods to transport problems. Proposals have been developed, and explained the features of digitalization as a key mechanism of modern technologies in the organizational structures of transport made in Russia. In the current research are given the results of business process modeling approbation and comparison of the level of the digital economy use in transport systems in different countries. Some findings may contribute to advancing the implementation of the railway transport digitalization techniques that promote business competitiveness in the transport sector, and, therefore, business in Russia.

Abstract
In article problems of rail transportation organization in the suburban message are covered. In particular, one of the major problems that continues to remain actual on railway transport - updating of a rolling stock is considered. The interaction system of suburban passenger traffic participants is characterized by high degree of the instability creating threat of social tension today. Despite an impressive package of measures, accepted at the federal level, the problem of suburban passenger traffic by railway transport still remains in the center of the government and legislators' attention. In article the measures taken at the federal level for a suburban complex work normalization and satisfaction of the regional population interests are designated. Ways of a rolling stock acquisition are presented; advantages and shortcomings of options are designated. The comparative analysis of shareholders participation in updating of a rolling stock park according to such characteristics as investments, delivery time of a rolling stock, possible risks, and additional expenses is carried out. In article it is noted that the incorporating as a way of searching financial means for updating, doesn't exclude opportunities of a rolling stock acquisition in leasing at which can act as the asset holder as "lessor", or the leasing company, and "lessee", or the suburban company. The made analysis of suburban railway communication actual problems, allows drawing a conclusion that updating of a rolling stock of a suburban complex is an integral part of strategic planning on a long-term outlook of development and improvement of suburban passenger traffic organization, improvement of the provided services quality, and also improvements of a multiple-unit rolling stock technical condition.

Abstract
The article is devoted to the study of topical problems improving macro regulators interaction efficiency with the use of modeling and optimizing existing organizational, technical and managerial processes. In particular, various structural components of the developed conceptual model, system indicators and their values, parameters of the model functioning are considered. The relevance of the study is dictated by the need to develop methodological tools to improve the manageability of organizational structures operating under strict regulation of interacting regulators. The mechanism of institutional organization is considered on the example of the transport complex enterprise licensing process and includes the adopted system of plans, programs of complex ensuring the expedient functioning of the transport services market subjects, implemented by interaction of aggregated regulators in the field of railway transport. The paper presents a model of the efficient management process of interaction between state and market regulators, including the components of related organizational structures that carry out state regulation of railway transport. The methodology of social and economic objects system management and processes is the basis of the considered model. The results of the study testify to the significant potential for applying modeling and optimization of organizational structures, taking into account the possibilities of organizing appropriate interaction of industry regulators. Taking into account the multi-factor licensing process of institutional organization, it is advisable to use administrative resource aggregation mechanisms of related interested regulators in the field of railway transport. The common targets of their interaction, formulated taking into account the results of the institutional analysis, open up new opportunities for the formation of managerial impact in the sphere under consideration. The proposed approaches make it possible to form comprehensive programs of interaction between regulators, the result of which is a purposeful transformation of the licensing institution regulatory impact of the transport services market subjects. The implementation of these approaches determines the set of conceptual model structural components, reflecting the licensing process of institutional organization in the field of railway transport. The presentation of the described approaches in the form of a conceptual model opens up new opportunities in optimizing organizational structures in the context of interaction between the regulators of the transport complex.

Abstract
The subject of the research is delays in the process of moving transport units on the railway network. Existing solutions to similar problems for rail transportation is generally based on the scheduling and construction of variant graphs of trains. The task of scheduling is a complex task that requires a large amount of additional data. However, the main problem is the computational complexity of the problem, which does not allow finding the optimal solution of practical problems. Therefore, it is necessary to use approximate methods to calculate the variants of the technology of passing train flows and the development of transport infrastructure. The aim of this research is to develop a method of determining the volume of delays of skipping train flows in the case of varying traffic and the ratio of different categories of trains in the flow. A method is proposed to study delays in the promotion of the railway transport network. Applications for transportation are formed on the basis of simulation passes random flow requirements. The influence of the proportion of trains of different speed categories (freight and passenger) in the flow and the level of traffic on train delays is investigated. The method of simulation modeling of demand for transportation and promotion of transport units on the network is used for calculations. The expediency of separation, if it is necessary to provide high throughput, flows with different speeds due to the specialization of individual lines of the network is confirmed. The result of the work is the dependence of the value of train delays in the transport network on the load and the ratio of trains of different speeds (freight and passenger). The proposed method is aimed at the formation of analytical expressions for further evaluation of delays in the passage of trains on the network. The models will simplify the calculation procedure and can be used in making decisions to improve the railway infrastructure, as well as the system of organization of train traffic.

Abstract
A mathematical model of the dynamic processes occurring in the area of mutual contact of the working elements of the disc brake of railway vehicles has been developed. The mathematical model is based on the equations of velocities, forces and moments of relative motion of the working elements of the disk brake. The mathematical model includes: the components of the linear velocity vectors of the elements of the contact surface of the brake disc and the brake pad; components of relative velocity vectors of the elements of the contact surface of the brake disc and brake shoe; components and moments of frictional forces applied to the brake disc and the brake shoe. Disc brakes with friction elements "brake disk - fixed brake shoe" and "brake disk - rotating brake shoe" are considered, realizing, respectively, a simple and complex relative motion of the contact of the working elements of the disk brake. The adequacy of the obtained mathematical model is estimated by comparing the results of mathematical modeling with the results of bench tests carried out on a full-scale bench installation based on an asynchronous traction motor, a car gear box and a tram brake disc. The results of a comparative analysis of disc brakes realizing a simple and complex relative motion in the process of contact of working elements are given. It is established that disc brake with rotating brake pads has a less deforming and distorting effect on the construction of the tick mechanism, as a result of which a better uniformity in the distribution of the pressing force over the surface of the rotating shoe is achieved than in the case of a stationary brake shoe. The disc brake with rotating brake pads has a better distribution of energy release and wear compared to the disc brake standard design, which determines the practical value of the developed mathematical model and the results of modeling and experiments.

Abstract
Fatigue cracks in structural elements of metal bridges are quite frequent and difficult to predict at the design stage. To detect such cracks at the operation stage, as a rule, visual inspection of problem areas is used, and non-destructive testing methods, such as ultrasonic flaw detection and acoustic emission, are used less often. Recently, the method of revealing fatigue cracks has been actively developed, based on recording and analyzing the heat dissipated during deformation of the material. Such an approach to the determination of the most probable places for the appearance of fatigue cracks in welded structures of metal bridges by the method of infrared thermography is discussed in this article. The physical basis is the phenomenon of metal self-heating under static and cyclic loading, which arises from the development of local microplastic deformations in certain zones leading to a significant increase in the release of heat. The results of experimental laboratory studies of a sample with fatigue cracks are presented. As a sample, a bend beam was used on two supports with a pre-grown crack under cyclic loading. In the course of the experiment, the thermograms were recorded and stored at a frequency of 9 frames / sec, and thus the data were obtained of the temperature dependence of the temperature of the investigated surface versus time. To eliminate noise, we used the processing of the obtained thermograms with the help of the Mallat multiple-scale analysis mechanism and the DeBoshi-4 wavelet analysis function. To increase the accuracy of identifying areas with intense heat generation after removing noise, it is suggested to use the sum of the difference in the squares of the temperature values for each pixel of each thermogram (frame) from the complete recording of the cyclic loading process.

Abstract
The article examines the problems of the long-exploited roadbed, one of the defects of which is the presence of ballast deposits on the slopes. Ballast deposits are bulk man-made soils, often unloaded on a slope during railway repair works. Developed ballast deposits often cause slopes of embankment slopes, but their physical and mechanical characteristics are currently insufficiently studied. The completed complex of field and laboratory studies with their further cameral processing made it possible to distinguish three main types of ballast deposits and determine their physico-mechanical characteristics. The main types of deposits on the West Siberian Railway are gravel-contaminated ballast material with sand-clay aggregate, contaminated asbestos ballast material and crushed ballast material contaminated with sandy-clay particles and coal dust. Based on the results of the studies, the dependences of physical and strength characteristics on the conventional dynamic soil resistance were obtained; dynamic probing tests were performed near field test points. The obtained dependences of the void factor on the dynamic resistance are described by an exponential function, the dependence of the strength characteristics on the conditional dynamic resistance is linear. In addition, as a result of the pilot studies, a technique has been developed for determining the characteristics of ballast deposits by dynamic sounding in the conditions of the West Siberian Railway. The developed technique allows determining the characteristics of the corresponding types of ballast deposits necessary to perform limit states calculations of the first and the second groups. The proposed methodology was tested at railway facilities and showed high efficiency.
